Dear Campus Community
Last fall, the new University Resources & Planning Committee began discussions about Humboldt State University's budget for 2013-14. It recently sent me its recommendation, and I have accepted it.

This "steady state" budget plan calls for focused one-time investments in key priorities, primarily student success. There is also funding for some facility improvements. Base budget increases are limited to mandatory benefit cost increases, a portion of the faculty equity increase recently granted by the CSU, and the Early Alert Project.
This budget plan allows us to continue the investments made in recent years in the university's current priorities: inclusive student success, generating additional revenue, and advancing HSU's vision. It aligns well with the goals and direction detailed in such guiding documents as our University Mission, the recommendations from the Cabinet for Institutional Change (pdf), the Enrollment Management Plan (pdf).
At the same time, the budget reflects signs of increasing support for higher education at the state level. The passage of Proposition 30 has brought additional resources to higher education while also reducing student fees. The Governor's current budget proposal — which is still being considered by the Legislature — includes additional funding for higher education. This is certainly positive after so many years of steep reductions.
I want to thank the University Resources & Planning Committee for its careful consideration of this budget and for its recommendation. This is a new committee, formed along with the creation of the new University Senate, and it includes representation from across campus as well as each of the Vice Presidents. As noted in its recommendation to me, the URPC is working to establish its processes, with the goals of better aligning budgets with priorities, facilitating evidence-based decision-making, and increasing transparency. I fully support all of these goals.
