Resolution on Guidelines for Adding Online Versions of Existing Face-to-Face Programs

RESOLVED: That the University Senate of Humboldt State University recommends to the Provost the attached Guidelines for Adding Online Versions of Existing Face-to-Face Programs (4/17/12), developed by the Integrated Curriculum Committee (ICC) be adopted for use by the ICC.

RATIONALE: The initial charge to the ICC included developing clear criteria and processes for making curricular decisions. As more programs are interested in moving towards online pedagogy, clear guidelines for making the change are increasingly necessary.
This proposal specifically refers to existing programs that will be converting to online pedagogy. Senate and ICC approval are required only for the “Letter of Intent” (Step One), because that is the stage in the process where the University approves the change in pedagogy. The ICC envisions its role in Step Two as assisting the program in preparing to offer a top-quality online program. The exhaustive WASC review of the “Substantive Change Proposal” will serve as the final evaluator of the program’s ability to provide students with an excellent education through online pedagogy.

Guidelines for Adding Online Versions of Existing Face-to-Face Programs

Approval for adding online version of existing face-to-face degree programs to online programs (or programs that are more than 50% online) is a three-step process.
Step One: Submit a “Letter of Intent” to the Integrated Curriculum Committee (ICC). ICC and Senate approval of this step gives a program permission to begin full planning for the change to online pedagogy.
Step Two: Complete the WASC “Substantive Change Proposal” and submit to the ICC. As part of the proposal, include information on how course materials will be accessible for all students. Once the ICC approves this document, it can be submitted to WASC for approval. Senate approval is not required for this step, although the Senate will be informed when a program has completed this step.
Step Three: WASC approval of the change in pedagogy.
“Letter of Intent” Contents (Step One)
The letter of intent shall be brief (2-3 pages), and will give a general overview of the format of the online program as well as the rationale for the change to an online program. At a minimum the “Letter of Intent” must include both the basic and further information listed below:
Basic Information
  • Name of the program
  • Proposed format of the program (asynchronous, synchronous, some face-to-face, low residency, other, a mixture of all of these?)
  • Rationale for the conversion to online pedagogy
  • Evidence of student demand/interest/need
Further Information
  • Will the face-to-face version of the program continue to be offered? If so, what will the relationship be between the two versions?
  • Will the move to online pedagogy include changes to the curriculum? If so, briefly summarize the changes, and give a rationale.
  • What resources (financial, faculty education, etc.) will be needed to develop the online program?
  • How will resource needs differ from that of the face-to-face version?
  • When do you expect to have completed the WASC Substantive Change Proposal?
Criteria the ICC will use to evaluate the WASC Substantive Change Proposal (Step Two)
Criteria for ICC approval will include:
  • Evidence in the proposal that syllabi are fully adapted to an online learning environment
  • Evidence in the proposal that the expected student workload will be sufficient for student to fully earn the units assigned to each course AND evidence that the course assignments are meaningful.
  • Evidence in the proposal that faculty are prepared to teach effectively in an online environment.
  • Evidence in the proposal that the assessment plan for the program includes the effectiveness of offering it online
  • Evidence that the course and course materials will meet current standards for Accessibility.
