WHEREAS, The essential quality of education at Humboldt State University is determined by the faculty; and
WHEREAS, The statewide senate has asked the campus senates to respond to the Governor's call for community service; and
WHEREAS, According to Collegiality in the California State University System, adopted by the Academic Senate of the California State University (CSU) in March 1985, and accepted by the Board of Trustees, the faculty have primary responsibility for curricular decisions, including “the establishment of minimum conditions for the award of certificates and degrees to students”; and
WHEREAS, The fundamental mission of educators at HSU historically has been and continues to be the development in students of knowledge and skills that will serve them as individuals and professionals in furthering their careers and lifetime goals; and
The Dean for Undergraduate Studies requested that the Educational Policies Committee evaluate the current policy (see attached) requiring all those seeking a second baccalaureate degree, whose first degree came from a non‑CSU institution, to fulfill all HSU general education requirements. Evaluators in the Office of Enrollment Management attempt to match courses applicants have taken at a previous institution to HSU general education requirements. Often, however, no match can be found, particularly in the areas of critical thinking, oral communication and human integration.
WHEREAS, The faculty of Humboldt State University recognize and support the importance of quality assessment of programs and are engaged daily in the evaluation of programs and practices; and
WHEREAS, Humboldt State University has no review process for programs that are not under the jurisdiction of any one department; and
WHEREAS, Voluntary mid-semester evaluations have been instituted on this campus as a means for faculty members to receive review and recommendations from outside observers regarding their teaching methods in order to improve classroom performance; and
