Subject: Keeling Report

Dear Students and Colleagues:

In accord with recommendations from the Western Association of Schools and Colleges (WASC), the university has employed the services of two consulting groups to assist us with the changes at HSU that WASC has recommended. The first consulting group, Keeling & Associates, was asked to assist us with changes to the campus culture and decision-making processes that the WASC group identified as vitally important. The Keeling group visited campus in mid-September, and we have received a copy of their report. The Keeling report is available for download at The WASC report and related documents can be found online at The second consultant, David Maddox, recently spent a week on campus to work with us on our budget processes and to help us improve our communications about budget issues.

The Keeling report and the WASC report raise serious concerns about the future of Humboldt State University that require us to act decisively and with due speed. It is clear from their analyses that I and others have not done enough to respond to the challenges faced by Humboldt State. While we have identified the need to change in the face of state budget and other challenges, we have not acted quickly enough, and we have not established the necessary procedures. We have also not attended to maintaining an engaged and positive sense of community on our campus.

It is time for us to come together to devise strategies and plans to ensure quality educations for our current and future students. And it is time for us to act with an increased sense of urgency. Over the next two weeks, my office will convene an expanded executive committee group that will include the Academic Senate Officers, Associated Students leadership, and the Chairs of the Staff Council in addition to the regular members of the executive committee who are the Provost, Vice Presidents, Chair of the Academic Senate, academic Deans, Associate Vice President for Business Services, the Chief Information Officer, the Special Assistant to the President and the President. The initial charge to the expanded executive committee will be to answer the following questions:

  1. Should we act upon the Keeling report recommendations?
  2. Do we need to employ consultants to assist us with the recommendations of the WASC and Keeling reports?
  3. What process should we use to reach decisions regarding the recommendations contained in the WASC and Keeling reports?

Decisions on these questions should be completed no later than November 10th and will be reported to the campus by November 14th. I and members of the expanded executive committee will welcome your advice and suggestions on the questions above and the other issues raised by the WASC and Keeling reports.

Humboldt State University has a long tradition of providing excellent opportunities for education to the citizens of California and beyond. The changes that we are being asked to make will help ensure that these opportunities will be available to students for many years to come. I know that this campus community has the will to do everything possible for this institution and its students. What we need to discover, together, is the best way forward.
